4.2.1.2 Cooperation

Medicare Savings Program (MSP) enrollees must comply with various Minnesota Health Care Programs (MHCP) eligibility requirements or they may have their MSP coverage ended. These requirements include:

MHCP Fraud

MHCP Inconsistent Information

Medicaid Eligibility Quality Control and Payment Error Rate Measurement

MSP Mandatory Verifications

MSP Referral for Other Benefits

Medicaid Eligibility Quality Control and Payment Error Rate Measurement Cooperation

DHS conducts Medicaid Eligibility Quality Control (MEQC) and Payment Error Rate Measurement Cooperation (PERM) eligibility reviews for MSP. Enrollees are encouraged to cooperate with these eligibility reviews, however, enrollees are not required to cooperate as a condition of their eligibility. The county, tribal or state servicing agency must:

  • Request verification from the enrollee when MEQC or PERM eligibility reviews provide information that is inconsistent with information or documentation on file

  • Redetermine eligibility when an MEQC or PERM review results in new information that affects eligibility
