Conditional Entrants

Conditional entrants are granted conditional entry into the United States because of fear of persecution in the home country due to race, religion, political opinion, or because of a natural catastrophe.

Note:  This was the immigration status used for refugees prior to the Refugee Act of 1980. All conditional entrants entered the United States before 1981, when the federal government stopped using this status. While many conditional entrants have adjusted to lawful permanent resident (LPR) status, some retain their original status.

Conditional entrants are potentially eligible for federally funded health care (Medical Assistance with federal financial participation, or MinnesotaCare program LL, BB or FF) regardless of date of entry or length of time in the United States.

Require one of the following:

l  USCIS form I-94 with stamp showing admission under section 203(a)(7) of the INA or refugee-conditional entry.

l  USCIS form I-688B annotated 274a.12(a)(3).
