What is the main URL (Web address) for the HCPM?

The main URL (uniform or universal resource locator), or Web address, for the HCPM depends on the format.

l  For the standard format, the URL is http://hcopub.dhs.state.mn.us/hcpmstd.

l  For the screen reader compatible format, the URL is http://hcopub.dhs.state.mn.us/hcpmsrc.

How can I add the HCPM to my "Favorites"?

It depends on which format of the HCPM you use.

l  For the standard format, there is a button in the toolbar called "bookmark." Once you are at the page you want to bookmark, simply click this "bookmark" button.

l  For the screen reader compatible format, you must use your Internet browser's toolbar. Once you are at the page you want to bookmark:

n  Click the cursor anywhere on the page so your browser will "know" which page to bookmark.

n  Click the "Favorites" button in your browser's toolbar, then click "Add to Favorites."

n  When the "Add Favorite" dialogue box appears, you can keep the automatic entry in the "Name" field, or modify it. Then click "OK."

How do I print a page or a portion of a page in the HCPM?

Be sure the material you want to print is in the "active" frame. Click on the frame you want to print - usually the right, or content, frame. Otherwise, if you last clicked on the Table of Contents to reach the page you want to print, the Table of Contents will print rather than the page.

To print just a portion of a page:

l  Highlight the portion to be printed.

l  Give the Print command.

l  Under "Page Range" in the Print menu, choose "Selection" instead of "All."

Why are there both blue and yellow icons in the Table of Contents in the standard format of the HCPM? What is their purpose?

l  A blue "book" icon means there are more sections in that chapter/group, so click on the icon to expand (or collapse) that part of the Table of Contents.

l  A yellow "page" icon is the last web page, or section, in that chapter/group of sections.

What's the difference between "Search" and "Index"?

The Search feature allows you to search for the location of any word in the HCPM. Search will give you a list (in order by section number) of every page on which that term appears, so if you enter a common term, such as "asset," you'll get a very long list of sections!  On the other hand, if you enter a less commonly used term, such as "fraud," you'll get a fairly short list of sections from which to choose.

The Index feature is similar to the index at the end of a book. It contains the keywords that are used most frequently to locate specific information.

l  If there's only one HCPM section associated with a given keyword in the Index, then that will be the section that appears when you click on that Index keyword. For example, if you enter and click on "attorney's fees," you will be taken directly to section 20.20, Categories of Income; that's the only section with "attorney's fees" as an Index keyword.

l  If there are multiple sections associated with a keyword, you'll get a gray box listing these sections. For example, if you enter and click on "auto newborn," you'll get a gray box listing all of the sections which have "auto newborn" as an Index keyword. Click on the one you want to go directly to that section.

How do I find the URL (Web address) for a specific section of the HCPM?

There are two ways to find the URL (or Web address) for a specific page:

1.There's a numbering convention:  it's generally the main URL for the HCPM, plus the section number with underscores instead of periods, with ".htm" at the end. For example, the URL for section 03.25.05 (MA for Pregnant Women) is http://hcopub.dhs.state.mn.us/hcpmstd/03_25_05.htm.

2. If you reach the page for which you want to know the URL via a link on another page, you will have opened a new Internet browser window to get there. The URL for the new page will be displayed in the "Address" field at the top of the new browser window; you can just copy the URL from that new browser window.

For example, section 03.25 (MA for Families with Children) includes a list of links for related sections. If you select the link for "Pregnant Women," that section will open in a new browser window - and http://hcopub.dhs.state.mn.us/hcpmstd/03_25_05.htm will be displayed in the "Address" field.

Is the Health Care Programs Manual available to the public?  If so, what is the easiest way to get to it from the DHS home page?

Yes, the Health Care Programs Manual is available to the public on the DHS web site. They have access to the same version that county agencies access through CountyLink. Here are directions for the general public to access the manual:

1. Start on the DHS home page.

2. Click on "Publications," which is located in the gray bar that runs across the top of the home page (along with "About DHS," "Aging," etc.).

3. On the Publications page, see the left menu frame. After Bulletins, Documents and forms (eDocs), and Fact Sheets, "Manuals" is listed. Click on "Manuals."

4. This brings you to the Manuals page, where an alphabetical list of DHS manuals appears in the main frame. Scroll down to the Health Care Programs Manual, and click on that link.

5. This brings you to the main page for the HCPM on the DHS website. For the current HCPM, click on the first link (the archived HCPM is also available on this page).

6. This next screen allows users to select the format of their choice. Many people select the "Standard Format" - but people who use assistive technology, such as screen readers for the visually impaired, may select the "Screen Reader Compatible Format."

7. After selecting one format or the other, you are on the home page of the Health Care Programs Manual in either the standard format or the screen reader compatible format.

How do I access health care program policy that was in effect prior to December 1, 2006 (for example, for an appeal)?

The former version of the HCPM (including the version on MAXIS) has been archived. A link to the archived HCPM is available on the main page for the HCPM.
