Processing Periods

All of the health care programs require that applications be processed as soon as possible, and within a certain number of days from the date of application. Processing periods are the maximum time allowed to process an application. The processing period is different depending on the program and/or the circumstances.

Note:  Do not treat the processing period as a waiting period before beginning to process an application. Process applications as soon as possible.

Applications must be entered into the appropriate system within two working days of receiving the application.

Note:  There is no exception, even if the county receiving the application is not the county of residence. The application must be pended on MAXIS before it is transferred to another county.

Do not deny an incomplete application at the end of the processing period if the applicant is cooperating with providing information.

MinnesotaCare.

Medical Assistance (MA).

MinnesotaCare

Process applications received for MinnesotaCare within 30 days of the date of application.

Exception:  The processing period begins the date MinnesotaCare Operations at DHS receives the application if the application was originally received at a county and is transferred from that county following MA processing.

Exception:  The processing period begins the day the client requests reapplication if a new application is not required.

MA

Process applications for MA within the following number of days from the date of application:

l  15 working days for a pregnant woman.

Note:  Schedule an interview within five working days of the date of the application if the woman requests an in-person interview. Determine eligibility within 10 working days of the date of the interview.

l  60 days for people who assert a disability on the application.

l  45 days for all other applicants.

Exceptions:  

n  The processing period begins the date the county receives the application if the application was originally received at MinnesotaCare Operations at DHS and is transferred following MinnesotaCare processing.

n  When the county agency receives SSA Data as a Request for MHCP, the processing period begins on the date that SSA transmitted the client data to DHS following an Extra Help application.
