Monthly Renewals

Only MA has provisions for monthly reporting, also known as monthly renewals. MinnesotaCare does not have monthly renewals.

Who has a Monthly Renewal?

Require people to complete a Household Report Form (HRF) (DHS-2120) monthly only if they have an LTC spenddown with income changes each month.

Sending the Monthly Renewal

The HRF is automatically sent to households six working days before the end of the month the HRF covers.

Example:

Ronny resides in an Intermediate Care Facility for the Developmentally Disabled, known as an ICF/DD, and has monthly earned income above $80. He must report the income he earned in February in March to have his February LTC spenddown adjusted.

Action:

A HRF for February will be sent to Ronny six working days from the end of February.

When is the Monthly Renewal Due?

The household must submit the HRF and all mandatory verifications by the eighth day of the month following the month it covers.

l  The system will send a Notice of Late or Incomplete Household Report Form or Health Care Renewal (DHS-2414) if the household does not submit the report on time, or it is incomplete.

l  The system will send a 10-day notice of termination if the household does not submit the report by 10-day notice cutoff, or it is incomplete.

n  The case remains closed if the HRF has not been received by the end of the month.

n  Reinstate the case if the household returns the HRF before the end of the month and remains eligible.

Example:

Ronny receives his February HRF on February 22.

Action:

He must complete and return the HRF by March 8.

Ronny completes and returns the HRF on March 11. He forgets to attach his pay stubs.

Action:

The system has already generated the DHS-2414 to let Ronny know his HRF is late. The worker determines that there is not enough information to determine February’s eligibility. He requests Ronny provide the verifications.

Ronny sends in the pay stubs on March 20.

Action:

The system has already generated a closing notice to Ronny on 10-day cutoff. The worker determines Ronny’s eligibility for February and reestablishes him as a monthly reporter.
