This section discusses five other groups of programs or facilities and their MMIS/RLVA codes that are not included under Institutions for Mental Diseases (IMDs), long-term care facilities or correctional facilities. It is important to code a client’s living arrangement correctly in the MMIS system to ensure that payments are made correctly.
Residential Treatment Facilities.
Group Residential Housing (GRH).
Non-Negotiated Rate Facilities.
Title IV-E Certified Facilities.
Residential Treatment Facilities
Residential treatment facilities are non-IMD facilities that provide treatment for chemical dependency (CD) or mental illness (MI). There are no special eligibility requirements related to this living arrangement type.
The MMIS/RLVA codes for residential treatment facilities are:
l 54 Rehab Option Facility for Children.
l 57 Rule 36 MI - Not IMD.
l 61 Rule 31 CD - Not IMD.
Group Residential Housing (GRH)
Group Residential Housing (GRH) cash assistance is a state-funded program for people who reside in certain licensed or registered group living arrangements. The program helps pay for the cost of care for residents of some board and care homes, adult foster care, intensive residential treatment services (IRTS) programs, and IMDs. For information about health care program eligibility for people who receive a GRH grant, see Group Residential Housing (GRH) or Institutions for Mental Diseases (IMDs) if the GRH is also an IMD.
The MMIS/RLVA codes for GRH facilities are:
l 52 Rule 36 MI - IMD.
l 55 Rule 203 - Adult foster care.
l 56 GRH (not foster care or Rule 36).
l 57 Rule 36 MI - Not IMD (includes IRTS programs).
A battered women’s shelter is a public or private non-profit crisis shelter, housing network, or other shelter facility providing services to battered women and their children. There are no special eligibility requirements related to this living arrangement type.
The MMIS/RLVA code for this living arrangement is:
l 67 Battered Women's Shelter.
Non-negotiated rate facilities are living arrangements that provide specialized programs for people with developmental or physical disabilities. These facilities do not negotiate a single rate with counties to provide services to clients. There are no special eligibility requirements related to this living arrangement type.
Use MMIS/RLVA code 60 for the following non-negotiated rate facilities:
l Rule 18 - Semi-Independent Living Services.
l Rule 34 - Program for Developmentally Disabled.
l Rule 80 - Program for Physically Handicapped.
Title IV-E Certified Facilities
The IV-E program certifies different types of programs for children as Title IV-E eligible facilities. These settings include residential treatment programs, foster homes or group foster homes licensed by DHS and/or DOC, and out-of-state residential treatment programs approved as Title IV-E eligible by their home state.

The General Fiscal Reporting and Accounting section at DHS issues a quarterly bulletin, "Title IV-E Per Diem Rates for Children's Residential Foster Care Facilities and MA Percents for Residential Facilities with Mental Health Certification," that updates the Minnesota and out-of-state programs approved as IV-E settings.
