Manual Letter #49

This manual letter lists new and revised material for the Health Care Programs Manual. Unless otherwise noted, new and revised instructions are effective April 1, 2012.

This manual letter incorporates Bulletin #11-21-12, "Simplifying the MinnesotaCare Employer Subsidized Insurance Verification Requirements."

Manual Letter #49 also provides updated information regarding the Automatic Withdrawal Plan, MinnesotaCare for Volunteer Firefighters and Ambulance Attendants (MVFAA) premiums, the Home Equity Limit, excluded income and assets, requests for signature, referrals for veterans and cost-sharing.

Chapter 2 - Minnesota Health Care Programs

Adds information regarding the five-percent cap on cost sharing that applies to some Medical Assistance (MA) enrollees.

Chapter 3 - Eligibility Groups and Bases of Eligibility

Adds information about MVFAA premiums..

Chapter 7 - Applications

Updates information regarding referrals for veterans and clarifies information regarding informed choice for MA for adults without children.

Chapter 15 - Third Party Liability (TPL)

Incorporates Bulletin #11-21-12.

Chapter 19 - Assets

Adds a hyperlink to the HCPM section dedicated to the Home Equity Limit.

Chapter 20 - Income

Adds information about income received from the settlement reached in the case of Jensen, et al v. Minnesota Department of Human Services, et al (2011).

Chapter 22 - Standards and Guidelines

Adds information regarding the new section dedicated to MVFAA premiums.

Chapter 24 - Medical Spenddowns

Removes information relating to AWP.

Chapter 25 - Premiums

Removes information relating to AWP.

Chapter 28 - Obtaining Health Care Services

Aligns information in the HCPM to information provided in the Minnesota Health Care programs (MHCP) Provider Manual.

Chapter 30 - Other Related Programs

Updates information regarding referrals for veterans.

Refers workers to review DHS-3723, Medical Assistance (MA) copays and Family Deductible, which provides information regarding the five-percent cap on cost-sharing that applies to some MA enrollees.

Instructs workers to send form DHS-3276, Information for People Who Have Served in the United States Military, to households that report a member of the household who has been in the United States Military.

l  Section 07.20.55 - Informed Choice.

Replaces the attention word "note" with the attention word "exception" in the two sections related to informed choice for persons that qualify for MA for adults without children to emphasize that these applicants do not have a choice in health care programs if eligible for MA.

Chapter 15 - Third Party Liability (TPL)

l  Section 15.05.20 - Employer-Subsidized Insurance (ESI).

Incorporates bulletin #11-21-12 by requiring verification of ESI only when an applicant or enrollee reports current or past access to ESI.

l  Section 19.10 - Excluded Assets.

Instructs workers to exclude payments received from the settlement in the case of Jensen, et al v. Minnesota Department of Human services, et al (2011) from countable assets when determining MHCP eligibility.

l  Section 19.55 - Long-Term Care (LTC) Home Equity Limit.

Removes language that referenced the Home Equity Limit that was effective prior to January 1, 2011, and adds a hyperlink to HCPM section 22.65 - Home Equity Limit so that workers can reference the current home equity limit.

Provides additional information relating to veterans' benefits, including a phone number for the Veteran Linkage Line and a link to the County Veterans Services Officers (CVSO) website.
