The HCAPP allows people to apply for MA/GAMC and MinnesotaCare (MCRE) on the same form. Applications can be transferred or shared between county agencies and MCRE Operations.

When Not to Share Applications
Do not share or transfer an application in any of the following situations:
l The reason for a denial is the applicant’s failure to provide verification or to respond to attempts to contact him or her to follow up on the application.
Exception: Transfer the application when the reason for denial is the client’s failure to provide information in the following circumstances:
n The applicant contacts you after receiving the denial notice and specifically asks to have the application transferred. Explain that the client will need to provide appropriate verifications to the other program before eligibility can be determined.
n You know that the other program will not need the missing information.
Example:
Household requests MCRE through MCRE Operations and asks that the application be transferred to have MA/GAMC eligibility determined if they do not qualify for MCRE. They provide all required information except information about past insurance. MCRE is denied.
Action:
MCRE cannot determine eligibility without past insurance information but MA/GAMC needs only information on current insurance. Transfer the application.
l Type 1 or Type 2 county MCRE enrollment sites do not transfer applications to MCRE Operations.
Exception: An application can be transferred if a client, who is a mandatory GAMC referral, requests to have eligibility determined at MCRE Operations.
l The application is denied for MA solely for failure to verify assets. Do not transfer the application to or process the application for MinnesotaCare. See MA Asset Verification Denial/Closure for more information.
When to Share/Transfer Applications
Applications may be transferred or shared between county agencies and MCRE Operations when:
l People apply at a county that is not a MCRE enrollment site and are ineligible for MA/GAMC due to income, assets or another reason. Refer the case to MCRE Operations within five working days.
Note: This transfer must be completed when ineligibility is determined at application, renewal or after a reported change.
l People request MCRE with retroactive coverage and submit the application to MCRE Operations or to a non-MCRE county enrollment site. See MCRE With Retroactive MA/GAMC.
l Disabled adults without children, who are required to apply for MA, submit an application to MCRE Operations and ask to have the application transferred.
Note: If the applicant has not requested to have the application transferred, send the client a notice informing him or her that they must apply for MA. They can choose to have the application on file transferred or they will have to complete a new application.
l Type 3 county MCRE enrollment sites transfer applications to MCRE Operations if the household does not meet the definition of current contact .
