A MinnesotaCare (MCRE) renewal is similar to an MA/GAMC renewal in that it reviews the client’s eligibility factors to redetermine eligibility and uses some of the same renewal forms. MCRE has specific requirements for renewals.
Determining the MCRE Renewal Month.
A system date used to identify when a renewal must be returned and processed. It is the last day of the month before the renewal month.
The month for which eligibility is being renewed. For MCRE purposes, it is the month following the redetermination date.
MCRE enrollees are required to submit a renewal every 12 months unless they meet a renewal exemption.
l Renewals must be processed by the redetermination date for eligibility to continue.
l The new premium amount for the renewal month must be paid by the redetermination date.
Determining the MCRE Renewal Month
The MCRE renewal month is established by the MMIS system. The renewal month remains unchanged from year to year as long as the case remains active without a break.
Exception: An incarcerated individual who is removed from an active MCRE household and chooses to be opened on a new case will have the same renewal date on the new case as the original household’s renewal date.
l Contact the MMIS User Services Help Desk to set the renewal date.
l If the person is still incarcerated at the time of renewal, cancel coverage for the incarcerated individual. See Temporary Absence and Removing a Household Member.
The renewal month is determined as follows:
l The first redetermination date after application is the last day of the 12th month after the month the case is set to "pending awaiting payment" status.
Example:
Rory applies for health care on May 12. She is approved for MCRE and set to pending awaiting payment status on June 6. She pays her initial premium on August 10.
Action:
Rory’s coverage begins in September. Her first redetermination date is the last day of June to determine renewed eligibility for July.
Example:
The Andrew family’s status is set to pending awaiting payment on February 12. MCRE receives the initial premium payment on February 20, and the case coverage begins in March.
Action:
The Andrew family’s renewal month is March, and the redetermination date is the last day of February.
l Subsequent renewals are due every 12 months.
Example:
Rory's initial renewal month was December, with a redetermination date of November 30.
Action:
Rory’s next redetermination date will be November 30 of the following year to renew eligibility for December. She must return the completed renewal by the last business day of November.
Example:
The Burns family's redetermination date was the last day of July. The worker redetermined their eligibility for August.
Action:
The Burns family’s next renewal month is August. MMIS shows a redetermination date of July 31.

The renewal is systematically sent to the client 45 days before the redetermination date.
The renewal packet includes the following forms:
l Minnesota Health Care Programs Renewal form (DHS-3418).
l MinnesotaCare Notice of Renewal (system-generated).
This letter may be returned with the renewal in the return envelope included in the packet. The letter includes:
n Information indicating:
m It is time to renew their MCRE coverage.
m The premium amount may change due to income, household size and other reported changes.
n A checklist for the client to be sure that a completed renewal is returned for processing.
l Return envelope.
