Exemptions from Asset Limits (Archive)

People who meet an exemption from asset limits do not have an asset limit for their own eligibility. Assets of an exempt person may be counted in determining eligibility for a spouse or sponsored immigrant because of asset deeming requirements.

Asset Limit Exemption - General Provisions

The following applicant/enrollees do not have an asset limit for any health care program:

l  Children under age 21, through the month of their 21st birthday. Children under age 21 do not have an asset limit, regardless of:

n  Whether they are applying as part of a household with members age 21 or older or applying separately.

n  Basis of eligibility.

l  Pregnant women, regardless of age, through the end of the 60-day postpartum period.

Example:

Annie and her husband Henry are applying for MA. Annie is pregnant. Henry is receiving RSDI disability benefits.

Action:

Annie does not have an asset limit because she is pregnant. Henry does have an asset limit. His asset total is calculated by totaling the sum of his assets along with the sum of Annie’s.

MA

In addition to the people listed in the General Provisions, the following applicant/enrollees do not have an asset limit for MA programs:

l  People who are eligible for automatic MA with MSA Minnesota Supplemental Aid. A state-funded program that provides cash assistance to SSI recipients, blind people, people age 65 or older, and disabled people who are age 18 and older., RCA Refugee Cash Assistance. A program that provides financial help to refugees ineligible for both MFIP and SSI., GRH Group Residential Housing. A group living situation which has a fixed rate contract with a county to provide room and board for MSA or GA clients. This includes foster care settings. It does not include battered women's shelters or medical care (Title XIX) facilities. or IV-E foster care Foster care placements funded under Title IV-E of the Social Security Act. payments.

n  Assets will be reviewed based on the applicable cash program.

n  Do not apply the MA limits unless people are ineligible for cash and request MA only.

n  Do not apply the MA limits unless their MA eligibility is determined separately from cash. Examples include:

m MSA for personal needs in long-term care facilities.

m Elderly Waiver (EW) An MA waiver program providing home and community-based services for clients age 65 or older who need a nursing home level of care to enable them to stay in the community. eligibility for Group Residential Housing (GRH) A group living situation which has a fixed rate contract with a county to provide room and board for MSA or GA clients. This includes foster care settings. It does not include battered women's shelters or medical care (Title XIX) facilities. enrollees.

l  People receiving Transitional Medical Assistance (TMA) Up to four months of additional medical coverage provided to some people terminated from regular MA because of increased child or spousal support. or Transition Year Medical Assistance (TYMA) Up to 12 months of additional medical coverage provided to some people terminated from regular MA due to increased earnings, loss of earned income disregards, or a combination of increased child/spousal support and increased earnings/loss of earned income disregards..

l  People with 1619(a) or 1619(b) status.

l  Women eligible for the Sage Screening Program A free statewide comprehensive breast and cervical cancer screening program administered by the Minnesota Department of Health whose primary objective is to increase the proportion of low or moderate income age-appropriate women who are screened for breast and cervical cancer..

l  People receiving care and rehabilitation services from the Center for Victims of Torture (CVT) A Minnesota-based private, nonprofit, nonpartisan organization founded in 1985. CVT exists to heal the wounds of government-sponsored torture on individuals, their families, and communities and to stop its practice., who are not otherwise eligible for MA.

GAMC

l  People who are eligible for automatic GAMC with GA.

n  Assets will be reviewed based on the applicable cash program.

n  Do not apply the GAMC limits unless people are ineligible for cash and request GAMC only.
