A person’s health care program eligibility is determined by a variety of factors. For some people, this may include being part of a specific population for which there are special eligibility considerations.
Some noncitizens who would otherwise be ineligible for federally or state-funded Medical Assistance (programs MA or NM) may qualify for some or all MA benefits due to any of the following:
l Having a medical emergency. These people may be eligible for Emergency Medical Assistance (EMA).
l Being a refugee (or having a similar immigration status). These people may be eligible for Refugee Medical Assistance (RMA).
l Receiving care and services from the Center for Victims of Torture (CVT). These people may be eligible for state-funded MA (program NM).
Note: A U.S. citizen receiving CVT services could also meet these eligibility criteria.
People who receive certain types of income assistance may have automatic eligibility for health care program coverage. For example, some people who reside in Group Residential Housing (GRH) qualify for a cash grant, which may result in automatic eligibility for MA or GAMC.

Various circumstances may result in other types of health care eligibility.
l People who would otherwise be ineligible for Medical Assistance (MA) due solely to residing in an Institution for the Treatment of Mental Diseases (IMD) may be eligible for state-funded MA (program IM).
l Some women who are otherwise ineligible for MA may be eligible if they have a diagnosis of breast or cervical cancer.
l People who are not eligible for other health care program coverage may be eligible for family planning services through the Minnesota Family Planning Program.
