Transitional MinnesotaCare (Archive)

Certain people who are applying for or enrolled in General Assistance Medical Care (GAMC) are required to transition into MinnesotaCare. These are people who meet the basic eligibility requirements for GAMC, but do not have a GAMC qualifier. They will be approved for Transitional MinnesotaCare for a limited period, then required to apply for MinnesotaCare.

Note:  This requirement applies only to GAMC with full benefits. Clients who qualify for GAMC Hospital Only (GHO) are not subject to Transitional MinnesotaCare requirements.

What Is A GAMC Qualifier?

Starting September 1, 2006, GAMC applicants or enrollees must have one of the following GAMC qualifiers to remain eligible for GAMC rather than transitioning to MinnesotaCare:

l  Receive General Assistance (GA).

l  Have a payment made under Group Residential Housing (GRH).

l  Have applied for and be awaiting a determination of eligibility from the Social Security Administration (SSA) for Supplemental Security Income (SSI) or Retirement, Survivors, or Disability Insurance (RSDI) income based on disability.

l  Be appealing a determination of disability from SSA.

l  Have applied for and be awaiting a determination of blindness or disability by the State Medical Review Team (SMRT).

l  Be entitled to Medicare due to end-stage renal disease.

l  Are currently enrolled in other health care coverage.

l  Be incarcerated and meet criteria for continued GAMC.

l  Receive treatment through the Consolidated Chemical Dependency Treatment Fund (CCDTF).

l  Are homeless or live in a shelter, hotel, or other place of public accommodation.

l  Have lived in Minnesota for less than 180 days.

People who meet all other GAMC eligibility requirements but do not have a GAMC qualifier are eligible for Transitional MinnesotaCare instead of GAMC.

Who Is Eligible for Transitional MinnesotaCare?

To be eligible for Transitional MinnesotaCare, an applicant or enrollee must meet all of the following:

l  Be an adult age 21 or older with no children under age 21 in the household.

l  Meet GAMC income and asset requirements.

l  Meet GAMC residency, citizenship and immigration status requirements.

l  Meet all other GAMC eligibility criteria except having a GAMC qualifier.
