MinnesotaCare with Retroactive MA (Archive)

Applicants who request ongoing MinnesotaCare (MCRE) with retroactive MA may submit the HCAPP to MCRE Operations or their county of residence.

Follow policies governing MCRE and MA overlap. In most cases people cannot be covered by more than one program in the same month. Also see, Shared and Transferred Applications.

If MCRE Operations receives an application requesting retroactive coverage, immediately send all of the following to the applicant’s county of residence:

l  The original HCAPP.

l  Any verifications included with the HCAPP.

l  A completed Inter-Agency Case Transfer Form (DHS-3195).

Work with the county agency to process the applications simultaneously.

l  Notify the county worker when you are ready to pend awaiting payment.

l  The county worker will coordinate the MA closing date to avoid a lapse in coverage to the extent possible.

Received at County

When county agencies receive an application requesting retroactive coverage, determine eligibility for both retroactive and ongoing MA.

l  County agencies that are not MCRE enrollment sites should transfer the HCAPP if the applicant is ineligible for MA.

l  County agencies that are MCRE enrollment sites will determine MA eligibility first and then determine MCRE eligibility if the applicant is ineligible for MA.
