Minnesota Health Care Programs (MHCP) may cover the cost of care in long-term care facilities (LTCFs) for people who are eligible for Medical Assistance (MA), or for pregnant women and children who are eligible for MinnesotaCare. These facilities provide medical and supportive services for people who:
l Have lost some capacity for self-care due to a chronic illness or condition.
l Are expected to need care for a temporary or prolonged period of time.

Types of Long-Term Care Facilities.
Long-Term Care Consultation (LTCC).
Types of Long-Term Care Facilities
Long-term care facilities include nursing facilities, Intermediate Care Facilities for Persons with Mental Retardation or Related Conditions (ICF/MRs), and medical hospitals if the hospital stay exceeds 30 days. The specific system codes for long-term care facilities are:
l 41 Nursing Facility (NF) I - Medicare Certified.
l 42 NF II - Non-Medicare Certified.
l 43 ICF/MR (public or private).
l 44 NF I - Short-Term Stay (< 30 days).
l 45 NF II - Short-Term Stay (< 30 days).
l 46 ICF/MR - Short-Term Stay (< 30 days).
l 48 Medical Hospital Stay (> 30 days).
Long-Term Care Consultation (LTCC)
Everyone seeking admission to a nursing or certified boarding care facility must be screened by the Long-Term Care Consultation (LTCC) team, whether MHCP or another source will be paying for the cost of care. The purpose of the LTCC program is to prevent inappropriate nursing or certified boarding care facility placements. See Long-Term Care Consultation (LTCC) for more information.
Medical Assistance (MA) enrollees who reside in nursing facilities or ICF/MRs may be eligible for hospital or therapeutic leave days. A leave day is an overnight absence from an LTCF of more than 23 hours. Leave days allow the facility to reserve and receive payment for the client's bed when the client is hospitalized or on leave. An MA enrollee who is absent from a LTCF on a leave day is still considered to be residing in a LTCF.
