Client in a long-term care facility (LTCF) or receiving Elderly Waiver (EW) services are always a household size of one. This section provides further policy regarding household size.

LTCF Household Size

Use a household size of one for all clients residing in a LTCF who:

Note:  This includes spouses who both reside in a LTCF even when sharing the same room.

l  Are using a LTC income calculation to determine MA eligibility.

l  Are having eligibility for a Medicare Savings Program (MSP) determined.

EW Household Size

Use a household size of one for all clients receiving EW who are applying for MA and/or a Medicare Savings Program (MSP).

l  EW in this case refers to all EW clients, regardless of whether their income is above or below the Special Income Standard (SIS).

l  For the community spouse, who does not receive EW but whose spouse does, follow standard Household Composition rules however do not count the EW client in the household size.

This includes situations where:

l  One spouse is receiving EW and the other spouse is receiving MA without EW services.

l  One or both spouses are using a MA Method B income calculation because their income is greater than the SIS.

l  Both spouses are receiving EW.
