Elderly Waiver (EW) clients whose gross income is at or below the Special Income Standard (SIS) are eligible for SIS EW.
Clients whose income is over the SIS are eligible for EW services. Follow instructions for EW clients.
The Special Income Standard (SIS) gross income limits are:

l Add together all monthly gross earned and unearned income before any deductions.
Include all excluded and non-excluded income except:
n Income tax refunds.
n Homeowner/renter property tax refunds.
n Earned income credits.
l Included net self-employment income in gross earned income.
l Do not include the income of the EW client's spouse.
If the client's income is over the SIS, the client is an EW client.
If the client's income is at or below the SIS, the client is an SIS EW client.
Married couples may have one spouse with income at or below the SIS (SIS EW client) and the other with income over the SIS (EW client). See Married Couples Both EW or LTCF for instructions on LTC budgeting when both spouses are LTC spouses.
