This section describes premium payment options for Medical Assistance for Employed Persons with Disabilities (MA-EPD). See Premium Payment Options for information about MinnesotaCare premium payments.
After the county collects the initial premium and the DHS Special Recovery Unit (SRU) assigns an invoice number, people may pay premiums for the MA-EPD program by:
l Personal check.
l Cashier’s check.
l Money order.
l Using the online payment system on the DHS website at DHS Web Payments.
Various types of payments can be made on this site. Enrollees should select the payment type for the group that includes MA-EPD. They may make online payments by:
n Visa or MasterCard.
Enrollees will need the following to process the payment:
m Case Number.
m Invoice Number.
m Credit card number.
m 3-digit security code on the back of the card (Visa only).
m Credit card expiration date.
n Checking account.
Enrollees will need the following to process the payment:
m Case Number.
m Invoice Number.
m Bank routing number.
m Checking account number.
Online payments made by 5:00 PM on a business day will be credited that day. Online payments made after 5:00 PM on a business day, on weekends or holidays will be credited the next business day.
Premium payments are applied in the following order:
l The oldest unpaid premium(s).
l The current month’s premium.
l A credit toward future premiums.
Enrollees may receive a premium refund if:
l The enrollee has died. The enrollee’s estate will receive the refund.
l MA-EPD coverage is closed.
l The enrollee has entered a long-term care facility and is expected to remain for at least 30 consecutive days.
l The enrollee is an American Indian who has provided verification of American Indian status and who has paid for MA-EPD coverage for any coverage months beginning with July 2009 or later. See MA-EPD Premium Exemption for American Indians for more information.
Notify the DHS SRU via SIR webmail message to dhs.made@state.mn.us if any of the above conditions apply.
DHS will issue a refund within 60 days.
Consider payment with a dishonored personal check to be failure to pay the premium by the due date.
The enrollee must replace the dishonored payment with a guaranteed form of payment (cashier’s check or money order). When a case has been closed for non-payment and the client is re-applying, a guaranteed form of payment is needed for the initial premium.
