Consider receipt of a PARIS interstate match to be information related to a client's Minnesota residency. Generally, an individual must be a resident of a state to receive public benefits from that state. An individual cannot be a resident of Minnesota and a resident of another state simultaneously. Follow the instructions provided in this section to determine whether clients who appear on the PARIS interstate match remain eligible for or should be terminated from Minnesota Health Care Programs (MHCP).

Requesting Proof of Residence.
The following alerts provide notification of PARIS matches:
l MAXIS issues a DAIL message for matched clients for cash, Food Support and MAXIS-based health care programs.
n A DAIL message is issued for each Social Security number matched, for each worker and for each case.
n DAIL messages cannot be deleted. They will drop off when the match is resolved.
l An InfoPac Report is generated to identify matched MinnesotaCare enrollees.
DHS will post an announcement on the System Information Repository (SIR) Home Page when the report is available.
PARIS Match Resolution Time Limit
PARIS matches must be resolved within 45 days from the date the agency or worker is notified of the match, whether the notification occurs via MAXIS or InfoPac Report.
Because an individual may be on several Minnesota public assistance programs or cases, workers must communicate with each other to facilitate efficient resolution of PARIS matches, as needed.
Require verification of Minnesota residence for MHCP enrollees identified as enrollees in one or more other states through the PARIS interstate match. Accept one overarching source of proof, such as a rent receipt or property tax statement for a household if all members of the household appear on the PARIS file. Require proof for each individual matched if some household members are matched while others are not.

Request proof of Minnesota residence from the client by following the steps in Processing PARIS Matches.
Note: Code MAXIS to generate a notice for Medical Assistance (MA), Emergency Medical Assistance (EMA), Medical Assistance for Employed Persons with Disabilities (MA-EPD), and Medicare Savings Programs (MSP) enrollees.
For MinnesotaCare enrollees, print and mail the Request for Proof of Residence (DHS-6035).
If the client returns the Authorization to Give Information that is mailed with the notice, call or mail the identified contact person or agency to verify the client’s address.
The information the contact person or agency provides must include:
l the contact’s name.
l the relationship between the contact and the client.
l verification of the client’s current residence.
l how the contact knows the client’s current address.
The contact can provide the required statement in writing or over the phone. If the contact’s statement is received over the phone, document the conversation in case notes.
