l Section 03.20.25 - MinnesotaCare for Adults Without Children
Incorporates Bulletin #12-21-06 by clarifying that adults without children with income equal to or greater than 200% FPG, but less than or equal to 250% FPG, may qualify for the Healthy Minnesota Contribution Program. To qualify for MinnesotaCare, adults without children must have household income less than 200% FPG. Workers are instructed to determine eligibility for the Healthy Minnesota Contribution Program if the household income for an adult without children enrolled in MinnesotaCare increases at or above 200% FPG.

Incorporates Bulletin #12-21-06 by adding the Healthy Minnesota Contribution Program to the list of programs for which enrollees may receive overlapping coverage. Also adds that the Healthy Minnesota Contribution Program cannot overlap with the Minnesota Family Planning Program.

l Section 15.05 - MinnesotaCare Other Health Care Coverage Barriers
Incorporates Bulletin #12-21-06 by clarifying that health care coverage purchased through the Healthy Minnesota Contribution Program does not apply to the four-month rule. Also instructs workers to add health care coverage purchased through the Healthy Minnesota Contribution Program as third party liability during a month in which there is overlapping coverage.
l Section 15.05.05 - Types of Other Health Care Coverage for MinnesotaCare
Adds information related to limited benefit health plans and instructs workers to submit these plans to HealthQuest to be evaluated as other health care coverage for the purpose of determining MinnesotaCare eligibility. These health plans will be evaluated on a case-by-case basis.
