Minnesota’s Insurance Affordability Programs (IAPs) consider income in determining eligibility, benefit set, spenddown, premium and cost-sharing amounts. To be eligible for most programs a person’s income must be less than or equal to the appropriate income standard. Income standards and calculations vary by program. Income standards are based on federal poverty guidelines.
The federal poverty guidelines (FPG) are issued by the U.S. Department of Health and Human Services (HHS) each July.
These guidelines determine income eligibility for IAPs. A person’s applicable income standard is based on many factors, including the number of people in the person's household size.
To be eligible for MinnesotaCare, a person must have income equal to or less than 200% FPG and be ineligible for MA. Children under age 19 who are ineligible for MA due to the difference between the household composition for MA and MinnesotaCare are eligible for MinnesotaCare if they have income greater than 100% and equal to or less than 200% FPG using the Modified Adjusted Gross Income (MAGI) methodology.
